Multi-Storied Apartment Complex, Bhubaneshwar
The Odisha State Housing Board (OSHB) is developing new flats at Dumduma, Bhubaneswar, under its Phase-VII project. This project spans approximately 3.851 acres and is situated near OSHB’s existing residential colonies, located about 3 kilometers from Khandagiri Square.

Under these rules, it will be mandatory for developers to obtain a ‘Completion Certificate’ (CC) or an ‘Occupancy Certificate’ (OC) before handing over possession of any building to a buyer. The most significant aspect of the new rules implemented by the Housing and Urban Development (H&UD) Department is that no developer may hand over a building to an owner or beneficiary until they have obtained the appropriate Completion Certificate (CC) or Occupancy Certificate (OC) from the concerned development authorities.
Developer’s Undertaking: Under the new procedure, the Development Authority will obtain a formal undertaking from developers while issuing building permissions. This undertaking will be legally enforceable against the developer, stipulating that they shall transfer possession of the property only after obtaining the prescribed certificates.
Objective: The objective of this rule is to curb the common practice among developers of selling incomplete or non-compliant properties, and subsequently leaving buyers to deal with legal and infrastructure-related issues on their own.
2. Increased Scrutiny and Enforcement
These new guidelines are not merely a formality; rather, they also establish a more efficient system for monitoring the progress of construction and ensuring adherence to approved plans.
Public Display of Approved Plans: Contractors shall display a copy of the approved building plan at the construction site throughout the entire duration of the construction work.
Periodic Inspections: The Development Authorities shall ensure that construction sites are inspected periodically to verify that the work is proceeding strictly in accordance with the approved plan. Any deviation from the plan shall be recorded and shall result in strict action.
